It's not just the House of Representatives.
In another sign that neither side in the spending cut fight is confident that a government shutdown can be avoided, the White House has ordered federal agencies to prep for a government shutdown.
Ed O'Keefe at the Washington Post obtained the memo from a federal official, and confirmed its authenticity with the Office of Management and Budget.
"[G]iven the realities of the calendar, good management requires that we continue contingency planning for an orderly shutdown should the negotiations not be completed by" April 8, the memo reads. More guidance should be forthcoming today. The development occurs just as House leadership is distributing guidance members of Congress about shutdown protocol.
Congressional leaders will meet with President Obama at the White House Tuesday in a last-ditch effort break the logjam and reach a spending deal before the end of the week. If an agreement isn't reached, both sides are at the ready to blame the other for the shutdown.

Taking a page from his mentor Bill Clinton, Obama today took the first steps in shutting the government down.
The Dems are praying for a shutdown, which they know will enable them to shift the blame for our economic problems onto the Republicans. I remembeer how it went in 1995, and this time will be no different. As long as the Democrats are willing to lie, and the MSM enthusiastically publish whatever they say, the majority of Americans will never know the truth.
All of the agencys are putting up signs on their doors saying, “Closed for business! No! Seriously this time”. LOL!
Hey this could backfire, you don’t know what mischief Obama will concoct with the govt shut down. Course maybe he will find the limits of his power and authority. There is apparent power (of your office) and then actual power. Actual power depends on whether anybody respects you.
The difference between now and then is 1) Obama is not as good a salesman as Slick Willy, 2) The American people in polls generally think the GOP has been more reasonable in the fight so far, and 3) this happened specifically because Obama and the Congressional Democrats refused to pass a budget last fall.
I see this going badly for the Democrats.
I remember the last time they shut down, I live in upstate New York and nobody here even noticed. What we see is bad roads, bad court system and police who have nothing better to do than give speeding tickets.

But remember...this really NOT a shutdown. Federal employees get a free week or two of vacation and receive backpay when they return.
How about a shutdown with NO PAY for federal employees?? That way the Republicans could do a succession of shutdowns during the year to force/trim the bloated Federal budget.
I disagree. The American people are not in the same plastic banana feel-good mood they were in during the Clinton years, and on top of that this has happened specifically because the Democrats refused to pass a budget last fall. As well, in 1995 FOX News wasn’t the most popular news station, and there wasn’t a blogosphere and Matt Drudge to get our argument out. These things didn’t even exist.
The facts are quite different this time.
