That is exactly what Hamilton believed when he pointed to the inability of a Bill of Rights to control tyrants.

You are correct. He basically stated that this bill of rights would become a pretext for abusing what wasn't explicitly stated in said rights.

It doesn’t matter if a right IS explicitly stated, if it gets in the way of socialism, they abuse it anyway.
