I just wanted to clear up any misunderstandings, that the 3-digit SSN Prefix is the state where the card is issued. It is not the state you were born.
I think it depends on whether or not he acquired one prior to 1973. You can all check yours against this list if you are curious. My husband was born in '64 and his matches the state he was born in. I assume that's because his parents didn't get him a card until after '73. I was born in '71 and so does mine (different state).

"The first three (3) digits of a person's social security number are determined by the ZIP Code of the mailing address shown on the application for a social security number. Prior to 1973, social security numbers were assigned by our field offices. The number merely established that his/her card was issued by one of our offices in that State."
