I think it depends on whether or not he acquired one prior to 1973. You can all check yours against this list if you are curious. My husband was born in '64 and his matches the state he was born in. I assume that's because his parents didn't get him a card until after '73. I was born in '71 and so does mine (different state).

I check the site you listed, and it also showed the Prefix for Florida. I didn't move to Florida until I was five.
