Absolutely. No immigrant should ever receive public funds. We used to have SPONSORS who would ensure that.

No we used to have provisions in the requirements for wouldebe immigrants that assured that...

The applicants would swear that they would never apply for public assistance and would sign documents to the same ...

under the penalty of deportation...

The applicant had to prove they would bring at least $US1000 40 years ago...

or have a sponsor that would put that much up in advance..

that was to pay for the first 3 months until the new immigrant got their green card and could work

or a plane ticket back to their own country if they committed a felony and were deported...

or a misdemeanor that demanded deportation

It was also a deportation if the immigrant worked before they got their green card..

there was a time the US did not muck around...

My parents sponsored my mother’s best friend when she came from England to visit and wanted to stay. She lived with us when I was young.
My parents had to agree that they would provide her room and board and any help she needed to bring her education credentials and certifications in line with American standards. They did so until she was able to obtain the necessary licensing for her occupation and get a job and apt of her own.
