National City?
The whole place is essentially the extended development you'd find at any major urban terminal ~ except this is the main stop on the US/Mexico border ~ there's a vast 24/7 flow of commerce here.
It sounds very suspicious that the town wants to build highrise luxury condos ~ so what's this really for. Just doesn't make sense.

What is suspicious? The owners of those luxury condos will pay much higher taxes.
Remember the part of the Constitution that grants you rights to property unless somebody else will pay higher taxes than you? Neither do I
