The only problem I see is with the spent fuel rods that were not in containment vessels.

You can’t be sure of either parts of those statements.
Also, there is stress going on inside that containment vessel.
What if there is a different amount of stress going on at the time another quake hits in a structure that probably already has stress damage.
Too many variables to think nothing could happen now since it hasn’t already happened IF it hasn’t happened.
You can’t believe TEPCO.
