The differences in culture are pretty striking. There’s just no equivalent of Lootie and the Beerfish in Japan. Even their organized criminals (yakuza, etc.) are weirdly different.

We are also being far to critical of ourselves here. The activities in a deadbeat freeloader city like NOLA were far different from the other cities and states hit by the same storm. Everyone focuses on the N O chaos, but things were orderly in the other areas. Also most of the intelligent people left N O for safety leaving the rabble behind.
I am sure if we dug around Japan, we would find some criminality somewhere.
