Which proves the test taking process has become a sham.
Why even bother with the test?
Because then they have a larger pool of blacks to pick from.
The more honest approach would be

1) Sort all applicants by race.
2) Take all the available blacks.
3) Are there still slots?
3.a) No- Finished.
3.b) Yes - Hire all hispanics
4)Are there more slots?
4.a) Yes-Hire some token white guys, but don't allow them to compete in the sergeant's test

Reminds me of when I applied for our local PD when I was layed off from my previous job. I applied because of the encouragement of two family friends who were in LE and thought I would be suited.

The problem was when my case officer saw me after I had passed the written,physical,oral,psychological and polygraph exams. He said, paraphrasing’ “Our city is a multicultural, ethnically diverse place and we like our officers to reflect that.”
Translation: “Whitey what are you thinking. There ain't no room for you here, move on.”
