The baffling thing is that black people there don’t seem to understand what an insult this is.

I don't think it is a question of understanding, but one of 'getting over on the man'.

Only the people who have worked hard and done well (some of them black) will understand the insult.

At my HS 93%+ = A; 85%+ = B; 78%+ = C; and 71%+ = D anything below 71% was considered failing.

The test was already set to essential failure. Can you imagine a waitress providing food service at a “C” level?
