I’m confused as to why this story involves a gang rape in Texas, and some instance of political corruption in Cleveland? What is the connection?

The hardscrabble town of Cleveland, which is 45 miles from Houston, has fewer than 8,000 residents and since the saw mill closed the biggest employers are Wal-Mart and a nearby prison. In a town this small, everyone is a neighbor, but that small town ambience is being severely strained.
Same town, the rape and political corruption both happened in Cleveland TX.

There was one movie theater, which showed Disney's "Fantasia" all week, and the most exciting thing about the place was a beautiful, clear creek outside of town that had a great swimming hole...
I see that, now, the population is several times what it was then -- and the demographic "mix" has, apparently, changed, as well.
Had this happened back then, there probably would have been several 'bull pines' with "well-decorated" lower limbs...
