Surrounded by the misery and cannibalism that is communism in fruition. The ‘elevated class’ needs to be drugged in order to deal with any type of cohesion.

The pain of living there must be unbearable. They would be happy to have a biscuit but there aren’t any. You can hardly blame people looking for a moment of escape.

Read a book by a defector who claims people there are eating tree bark and grass to survive. How do they have the funds to get this stuff?

Probably easier to get meth than food. The government might even make it easier to get meth so that folks won't realize they're hungry. If they're sufficiently drugged, they won't think about rebelling.

Meth is cheaply and easily made from common chemicals that are not foodstuffs.
So it’s easy to see why a country like NK might use it for their substance abuse of choice.
