And yet we didn't declare war when the Rueben James was sunk, did we? Perhaps you need to read up a bit there sea lawyer. Assisting a nation at war with another nation is an act of war, or didn't you know that? According to international law, the Lend Lease program was a commission of war against Nazi Germany.

Um, the preamble is part of the constitution. It lays out the whole friggin' purpose of the Federal government there sea lawyer. It is law! Perhaps you as a sea lawyer need to read up on the War powers act of 1975, passed by the legislature concerning using armed force in cases of hostility not relating to a declaration of war. Um, the preamble is part of the constitution. The Preamble IS NOT law. The law starts at Article 1, Section 1.
