They are welcome to come to their workplace and pick them up. If my boss put my paycheck on my desk, and I didn't show up at my workpace, that's not the same as having my paycheck withheld.

I was about to post this exact same thing, but figured someone else would have pointed it out. Their paychecks are NOT being withheld!
