I guess they could swear them in and then immediately have a vote. Or if htey never showed up to be sworn in...they could declare a quorum since no one is even in that seat.
True, but they only need one more seat to make quorum for voting. A long shot but American conservatives would respect him and the evil left fear and hate him, a good thing indeed.
