Every single state legislature should be writing a rule about members who “flee” to avoid a vote. Something like, if you’re gone more than X consecutive days, you are automatically counted as a Yea vote. Something, anything, to prevent this kind of chicanery from happening anywhere else again.
That is a fine line. Look what the socialists have done to the Constitution.
How about if you are absent X number of days,then you have resigned your position and a special election will be held ASAP
They all have some sort of self governing committee such as an ethics committee to police their members.
I would think that publicly announcing that you are leaving the state to avoid a quorum and to derail the legislature because you do not agree would be a grounds for disciplinary action.
legislatures are designed to be self governing. If they don't have the guts to discipline their members they need new leadership.
