Stepping up border security must be approved by Congress first before a guest-worker program and a legal status for the 10 million to 12 million undocumented people already living in the United States can be debated, U.S. Sen. Lindsey Graham, R-S.C., said in San Antonio on Friday.
I'm telling you that is a political must, Graham told moderator Evan Smith, editor-in-chief and CEO of the Texas Tribune, and more than 300 people attending a sold-out San Antonio Hispanic Chamber of Commerce luncheon.
Graham, along with U.S. Sen. Charles Schumer, D-N.Y., last year proposed immigration reform legislation, but the proposals were tabled before serious debate could start.

If we get the border organized, I'll do my part to push for a rational and humane way to deal with the 10 million to 12 million people who are here already, Graham said.

These disgusting amnesty pushers never get around to describing in detail just what improved border security means. Of course, they don't mean a damned thing but just enough posturing and phony plans to trick enough into voting for their comprehensive amnesty schemes.
Re-read the sentence you posted. He says LEGISLATION to secure the border must be passed before passing LEGISLATION on amnesty.....not that the border has to actually be secured and proven secured before event taking up any further action. Graham is a weasel word-smith. Don't fall for it.

Unlike many on FR, I have no problems with legal immigration. I have a big problem with MS 13 and other criminal enterprises operating across multiple nations. Enforce existing law. Deport people here illegally. Then, yes, I am willing to discuss realistic immigration policies.

Enforcing existing laws will do little to improve border security along hundreds of miles of almost wide open border. There will have to be real, physical fencing and many more personnel at the border if we are ever to make a serious reduction in the number of illegal entries.

Amnesty, by definition condones breaking the law. Amnesty rewards illegals. It is not a DIS-incentive. It is also un-Constitutional.
You realize what he means by this?
He'll push for an easy way "to deal with the 10 to 12 million people". Which is, of course, amnesty.
The politicians created the mess. They don't want to do the difficult work of actually cleaning it up. It's too hard...
We need to do that....
I wouldnt even mind a guest worker program if the employer were fully responsible for them, and they could never vote, unless they can prove they will not vote for higher taxes and welfare. But it can never happen here.
How about when he came out last year and said he was for changing the constitution so illegals kids will not automatically become citizens upon birth, when we already don't make American Indians and diplomats citizens upon birth?
Proposing something that is un-needed that has zero chance of even getting started just to pose as tough on illegal immigration when Graham-esty is the amnesty king is another great example.
