I'm with you, it is a glorified baby sitting service for mostly illegals in CA.
They are supposed to write down all these progress notes.

Basically all the teachers make it up. They have zero time to work with the kids and do the paperwork. In fact my poor sister ends up taking three unpaid hours of work home a night.

There is no money for the program IMO, and at least for illegals who don't speak English's well I don't see it doing anything. They still get to the first real test at 16 and then drop out of school.
