My sister says most of their kids and parents speak zero english and they are required to visit the homes twice a year.
They are mostly poverty baby factories with the men (if any) home not working.

It's in many places a welfare deal.
These kids at least in my sister's area are the ones who flunk once they get past the 5th grade.

They wanted to visit our home and I told them no. I went to the national site and got some verbiage stating they had to get parental consent. It seemed to shock the administrator that I didn’t capitulate on this. The visits might have become mandatory later.
