The Texas episode in 2003 is the first thing I thought of when read the headline. Those TX Rats where living motels under assumed names to avoid voting. Apparently this is not uncommon in certain states.

Our MN rats did something similar when the “concealed and carry” law came up for vote in 2003.

They were dubbed the “Flowerpot Gang”—hiding among the giant potted plants in the capitol rotunda at the time.

All they need to do is round up one of them, and they'll have the 20 people necessary to hold a vote. Just one. And after they round him/her up and hold the vote, then arrest the rat for identity theft for assuming a false name.
