Yes.
In 2009-10, during the “Green Revolution” to protest election fraud, Iranians used Twitter to great effect.
Since then, Twitter has become much harder to block and could potentially be a much more useful tool.
People from all over the world “dyed” their Twitter/Facebook/Myspace/whatever profile pictures green (added a green overlay) as an act of solidarity to let the Iranians know that they were being supported.
