Mandatory Arabic language study in Texas? Sorry, I don’t believe it.
They should teach them English.
I could see driving Spanish language classes in Texas. And as far as the “language of the future” for this decade, it would be Mandarin Chinese. Of course, back in the 1980s, the language of the future was Japanese.
My position would be to for elementary schools to do 4 weeks of Arabic, 4 weeks of Chinese, 4 weeks of Spanish, and 4 weeks of Latin. Then repeat. Not every kid will learn deeply, but at least they’ll be exposed and might consider taking more later on. And, of course, high schools ought to try to offer all of these as electives.
This is the school district I live in. Fortunately it is not the schools that my kids go to that are affected right now. I can tell you that it is already raising a lot of hackles in the community. The school board is really going to get an earful.

The only time you should learn a foreign language would be when you travel to a foreign Country for vacation or if you plan to stay period.
Not true. Most of the Spanish spoken in the SW US is atrocious.
Mandatory language classes and graduation requirements including those classes really don’t accomplish much aside from providing jobs for language teachers. I think we’d be much better off having students get out of school and into life a year earlier than they do now, or at least provide the ambitious and industrious that option.
We cannot change hearts and minds if we don’t speak “their” language.
This seems like a good thing, educating tomorrow’s missionaries today, preparing them to communicate the gospel to the Muslim world.
Hmm, it might be very important for the parents to review the “history” that’s presented. I’m absolutely confident it will be the twisted version of “the golden age of tolerance” in Spain, instead of the truth about jihadism that is the heart of Islam. I really doubt that by the time the kid's get through the indoctrination classes they will become missionaries for Christ.
