European newspapers are complaining about Apple’s (AAPL) apparent aim to force them to offer iPad subscriptions via the iTunes online store and pay the Steve Jobs tax.

The European Newspaper Publishers’ Association said Monday that newspaper publishers in at least five countries — Belgium, the Netherlands, Germany, Italy and France — have received letters from Apple in recent weeks informing them of the planned change.

Boo-Hoo. If they want to play on the devices, they should have to pay like anyone else.

There's no requirement they *must* have subscribers, after all. They can "give" away their content or be advertiser supported on the free and open web.
