You better start looking at what is happening right under your nose.
The UN affiliated ICLEI organization has over 600 US cities and county's that are members.
Go to the ICLEI.org website and read about what they are doing, which is directing the implementation of the Koyota Protocols at the local level. They also have as a goal implementation of Agenda 21 and the un-ratified UN Convention on Biological Diversity.
