This is an easy one, the NY does not want people to quit smoking. If people use these things to wean themselves off of nicotine they would lose million$ if not billion$. Evil.
I have two relatives that are heavy chain smokers who have tried these things with good results.
It didn't totaly stop them from smoking real cigarettes, but it signficantly cut down it down. Did it cut down on their nicotine consumption--probably not, but it did cut down significantly the tar, smoke, and other bad things they were ingesting.
These things aren't harmless, but the are a huge step in the right direction health-wise from smoking real tobacco.
Or in a so-called scientific meteorological culture.
I don’t get it. Isn’t the problem with smoking the tar in the smoke, not the nicotine? So if there’s a relatively harmless nicotine delivery device, what is the problem?

Good for you, my FRiend. Multi-decade smoker, I quit Xmas eve, for no particular reason...I just ran out, then didn’t want to go out Xmas day to buy more, and before I knew it, I had gone 2 days without smoking. So I just took it another day, then another, then another. Just to see if I could.
The gum helps big time! Though you can definitely overdose on it and get a real crappy headache from a nicotine OD. It can also produce every bit of a scratchy voice and hacky cough just like smoking a real cig. Every symptom of smoking, it can create.
And yeah, I could smoke about 5 cigarets right freakin’ now. But I am too invested now. Stay with it!

Here's the whole story:
NY and CA legislators spent a good deal of time and taxpayer money in getting laws passed to tax the crap out of cigarettes (a pack of cigs is about $15 in NYC right now, by the way) and this incoming tobacco revenue is zillions and zillions of dollars. The legislators were counting on the money.
Now all of a sudden, there are little eCig manufacturers selling liquid nicotine that's delivered in puffs out of a Taiwanese-made battery powered device. There's no tax on that and the market cannot be controlled. It's going to ruin everything, just like how the Internet basically ruined the USPS mailing handwritten letters with their fancy 'electronic mail'.
They can't stop the manufacture of this liquid nicotine, since it's just basically a non-detergent soap solution made from gelatin. The tobacco content in the solution can be extracted from a single $5 pouch of leaf chewing tobacco and put in little bottles that would last a typical smoker about 6 months. You can do it yourself at home if the FDA tries to shut down the little outfits who sell the pre-made juice that goes inside 'eCigs'.
For the cost of a $40 eCig starter kit and another $20 in the nicotine goop that goes inside them, you can smoke for months and months instead of spending thousands on tobacco cigarettes that are heavily taxed.
So, there's nothing left for the FDA to try to control except for the delivery device, which is really nothing more than a 'AA' battery and a tiny coiled wire that gets hot when contact is made with the battery. A US Appeals Court just told the FDA to get lost when the FDA said that they could regulate 'AA' batteries.
This whole 'Ban the eCigarette!' fiasco is nothing more than liberal politicians losing tax revenue because smokers are switching away from the traditional tobacco cigarette that the liberals pretend that they hate.
I do have a question to eciggers. The vapor that is inhaled, would it deposit water in the lungs?

If this catches on, not only does tax revenue go down: so does bulk cigarette consumption, and so does the value of the tobacco bond settlements. It will take time, but as you point out, there’s a lot of revenue at stake.
It’s hard to believe that some of the tobacco companies pioneered this once you realize how cheap the nicotine ingredient is.
I quit smoking in 2 days using them ( March 2010). I quit because I will not give obama any more taxes then I have to. I have avoided about $3,000.00 in taxes.
You still use nicotine but every order I buy lower nicotine. Within 6 mos I will be using 0 nocotine.
The material is propylene glycerine and or vegetable glycerine plus nicotine. Can be used with or without nicotine.
The other parts are a battery & atomiser/heating unit that makes the vapor.

Im sure you could put any type liquid in them, even the funny stuff. Dont know if it would smell. It does not smell if your using the regular liquid.
It’s not just nicotine in there, you can get them flavored. I don’t do it myself (I’ve never been any kind of smoker), but according to two people in my family who do it, it’s like inhaling candy (fruit flavored vapor). With that in mind, I can see the attraction even a nicotine-less eCig might give.
The amount of nicotine in a real tobacco cigarette comes to about 24 milligrams. When a cigarette is burnt, about 23 milligrams of that nicotine goes up in smoke and the smoker only inhales the remaining 1mg remaining.
Therefore, distilling eCig juice from the amount of tobacco used in a carton of real cigarettes can last twenty four times longer: 24:1, or maybe double that. That's lots and lots of eCig fluid.
So, a thimble-sized bottle of eCigarette fluid can contain more nicotine that an eCig user needs . Whenever a smoker wants a cigarette, one teeny drop into an eCig will be enough. You can buy 5mg thimble-sized bottles of eCig juice over the Internet for just a couple bucks.
... and for anyone wondering, the modern eCig feels exactly like smoking a real cigarette -- only there's no lingering smoke (it's water vapor), no burnt tobacco smell, and the eCig fluid can even be had in hundreds of flavors.
The economic savings is enormous on eCigs. Damn near free, compared to real tobacco cigs that have taxes so high that an average "pack-a-day" smoker may spend $3000-$6000 a year on cigarettes. Multiply that by all the smokers in America and you're talking hundreds of billions of dollars.
That's the money that liberal legislators are missing out on, and that's just the tax revenue factor: The health benefits that come from not smoking tobacco cigarettes any longer is amazing. 24 hours after switching to eCigarettes, people aren't coughing any more. A few weeks later, and there's no more black tar junk being spit up any more. Your full sense of taste comes back around this time. Long term eCig users are reporting that they have lung capacity and circulation like they haven't had since before they started smoking those damned tobacco cigarettes, even if they've been smoking for fifty years. You start getting healthier immediately. Read the eCig forums, and the testimonials are astounding: eCigs are a God-send, and so many people are quitting nicotine forever.
eCigarettes are saving people's lives and also saving them boatloads of cash. The first thing you notice is all the money that's not being spent on cartons of cigarettes any more.
Anyone out there still smoking real tobacco cigarettes needs to switch to an electronic cigarette right this flippin' minute, and I ain't kidding.
