I think there is more than one justification for issuing a COLB, and some of them do not require "a known presence of the real thing." Think of backwood births, home births, if you will. Or adoptions. The law anticipates births being declared by a parent, outside of a hospital / licensed doctor / midwife witness.

No it is not a substitute for a birth certificate nor is it based upon a birth certificate. That was a media/GOP/DNC lie.
