You must not have read very closely. Henry gave several speeches warning of what he considered the open-ended nature of certain constitutional clauses.

I have read the VA ratification debates several times. Henry said no such thing. You are correct. It was a comment in passing when Mr. Henry was asked why he had not chosen to attend the Federal Convention.
