I would guess that's entirely up to Texas.

That's a good question. I know very little of the process but I think it is a mixture of the National Committees, state parties and state law on elections. States laws often set the time frame for their elections. The National Committees determine the number of delegates as best that I can tell allocated on some basis of which I don't know.

The following is an excellent website to spend time looking around regarding national elections. The have a lot of data layed out in differing formats about elections. The following link is to a section on the upcoming GOP primaries which aren't set in stone for 2012 as of yet.
