The D.C. Council is considering a bill that would allow District residents to get a driver's license without a Social Security number, potentially opening the doors for thousands of illegal immigrants to get the government-issued IDs. The bill introduced Tuesday by at-large Councilman Phil Mendelson and Ward 1 Councilman Jim Graham permits the D.C. Department of Motor Vehicles to ask for a Social Security number, but does not allow the DMV to deny a resident a license if they don't want to...The language scoots around federal regulations implemented after Sept. 11, 2001, that were designed to better regulate who can get a driver's license. Eighteen of the 19 hijackers that day had legitimate driver's licenses or state identification cards, though at least one was in the country illegally. There are about 25,000 illegal immigrants in the District, the Center for Immigration Studies estimates.
"For D.C. to do that, having been at the core of the 9/11 attacks and when secure driver's licenses could have prevented [some of] them, is completely irresponsible," said Janice Kephard, at the Center for Immigration Studies..."This would allow D.C. to become a doormat for illegal alien smugglers, criminals and anyone else who would gain by stealing someone's identification."
But Mendelson said he doesn't see the need for using Social Security numbers...
The District could lose ground in its battle for voting rights by pushing the bill, D.C. police union chief Kris Baumann said.
Even if the bill passes the council and is signed into law by the mayor, it will likely face stiff resistance in the Republican-led House of Representatives, which could block it.
"If the council continues to undermine federal immigration policies," Baumann said, "the residents of the District are going to lose what little autonomy we currently have."

I think we have some people here who are involved in some serious crime.
Time for some House investigations into what these people are about.
I am sure they are homosexuals. They are very public about it.
open borders ping
Many people in America have drivers licenses without a SS #.
Yet in my state, although I have a drivers licencs and have had it for forty years, I am being required to bring proof of citizenship at my next renewal.
Basta*ds
Some places really shouldn’t be allowed to govern themselves.
They could be faking it to cover up the fact they’re into slavery.
How ‘bout that Motor Voter Fraud Act!
A Social Security number is by law NOT supposed to be used for anything other than the Social Security system. This is a step in the right direction.
or be a permanent resident, like here in CA. It’s worse in Canada which actually happened (and I was there in December). A “family member” was with me in a family Christmas reunion in Vancouver BC and renewed his British Columbia DL.(he has a US DL)
ICBC of Canada: “do you own any drivers license in a foreign country?”
Him: Nope.
ICBC: Ok then, please step up to the camera and have your picture taken for your renewed driver’s license. (that easy and he got his last week)
Virginia assigns drivers a number that is different from the SS number, as I believe most states do. But the SS number is required BY LAW for the purpose of verifying you are who you say you are. In order to obtain a license, 2005 federal law says:
“At a minimum, a state shall require the presentation and verification of the following information:
*A photo identity document (except that a non-photo identity document is acceptable if it includes both the persons full legal name and date of birth)
*Documentation showing the persons date of birth
*Proof of the persons social security account number (SSN) or verification that the person is not eligible for an SSN
*Documentation showing the persons name and address of principal residence”
Only city in the US that issues their own Drivers License. Congress needs to fix this.
We can’t have city councilmen having this kind of power.
Anyone born in the US has a social issued to them automatically; and anyone who lost their card can get one from the feds.
This move, if passed, is only targeted to get illegals to have driver’s licenses. Amazing...
YES, Social Security in the United States of America is VOLUNTARY.
Here is why...
If you go to the Social Security Administration government website you’ll find that Social Security is a Voluntary program, and only the SSA can require you to give a Social Security Number for the purposes of identification. No American is required to pay into this federally setup Social Security Insurance program, Nor is any American required to apply for or obtain a SSN from the SSA.
While it is true that article 16 of the United States Constitution was never properly ratified by Congress, into law, making taxation legal, the federal government has accepted and now enforces income taxation as being true. Therefore all tax codes supported under article 16 come into play.
However nothing within the tax code requires a United States Citizen to have a SSN. The tax code does require US citizens to obtain an Individual Taxation Identification Number in order to pay income taxes, if they do not have a SSN.
A US citizen can obtain an ITIN by contacting the federal Internal Revenue Service. If the IRS asks you for a SSN, tell them you do not have one. Be prepared to provide your US Passport Number.
]
To obtain a US Passport without a SSN you will need to mail in a completed DS-11 US Passport Application form with fees, and you will need to include a reissued “Long Form Original Certified Birth Certificate With A Raised Seal”. If any part of the DS-11 form asks you for a SSN it is legal under federal guidelines established for the purposes of obtaining a passport to put “000-000-0000.” Feel free to call the US federal government’s passport division to double check.

People need to get facts about SS before they give/post bad legal advice on FR.
Amazing people don’t know the law about SS.See post #18.
I agree. The less I have to give my SSAN, the better.
