It's hard to tell from the original article what Abercrombie is talking about and WND doesn't help much. But my impression is that he is saying that the Hawaiian records are in such terrible shape that somehow Obama's birth is recorded only in some sort of ledger rather than as a separate stored birth certificate.
This would be consistent with earlier statements from officials that they have seen the original records, etc.
