If you disclaim Medicare, can the Feds disallow you use of the Interstate Highways? Why not?
Because interstate highways have an arguable constitutional basis.
We need to find more ways to pry recipients off of Social Security and all other welfare programs. Who cares why they came up with this rule? It's a good rule.
