There's something a little bigger than meets the eye in this article:

The Soviet emigres (a good percentage of whom are Jewish, BTW) and their descendants voted overwhelmingly for the GOP in the last presidential election. There's no reason why that should change in the future, for the reasons discussed in the article.

Republicans can score some political gains by taking a page out of the traditional 'Rat playbook: organizing and registering this potentially loyal ethnic bloc of newly arrived prospective voters.

Not just the Soviet emigres, but all emigres from the Eastern bloc. I have one guy in mind who is Polish and decidedly not Jewish. They all know that the Democrats they see and hear on television and the radio are the same people they ran away from.
