After teaching in Jackson, Mississippi for 4 years, the only way to break the “bastard child” cycle (single parents having children who becomes single parents) is to REMOVE THE FINANCIAL BENEFIT TO BECOMING PREGNANT.
Why would a girl EVEN CONSIDER graduating high school, getting married, and living a self-supported life when the government will pay you not to? Cut all benefits for current single parents in 3 years, offer GED and community college programs in exchange, and you’ll be surprised what a person will do to support her/himself.
On a personal note, I’ve actually talked to a high school junior that was 6 months pregnant and said to her: Do you love the father of the child?

You know, now that you mention it, having 14 year old boys pay off the national debt in under six months does have its appeal.
You don’t need to tax sex.. you shouldn’t subsidize it.
