My understanding is you CAN carry unloaded to those places - and in bars you can’t imbibe alcohol while carrying a gun.

Nope. At least, I know you cannot carry a gun on a military base unless it is registered and you are transporting it to go somewhere...typically, you must live on the base and be transporting it to go shooting.
Since I don’t carry an unloaded weapon, I don’t know how the law views an unloaded weapon is AZ. It does allow you to carry an unloaded weapon in a school zone, but requires that it “is not loaded and that is carried within a means of transportation under the control of an adult provided that if the adult leaves the means of transportation the firearm shall not be visible from the outside of the means of transportation and the means of transportation shall be locked.” So you cannot carry an unloaded gun into a classroom without permission...
