The question begs: Why have they been allowed to register a car without a license? I couldn't in my state.

Of course, I'm only a AMERCIAN citizen

Ditto here. And to get or renew your drivers license, you have to provide two proofs of citizenship and residency. I am surprised they don’t ask for my first-born child, too. Yet the car dealers and insurance companies here advertise on TV that you don’t need “papeles de gringo” in order to buy their products. That is, they don’t ask for proof of legal residency. The ads tick me off. The message is definitely that there is apparently a double standard for the native born and the illegals.
