That would be exactly teh wrong thing to do.
There is no constitutional authority for the congress to investigate snow removal in NYC. If NYC gets buried in their own snow then they have to dig themselves out. It is not the fedgov's job to interfere in any way. (Unless it directly affects defense)

Who says anything about interfering? The Congress has the power to fact-find. God knows that the federal gov’t has its tentacles all over NYC’s transpo system. Let the House oversee what they’re enabling.
