The officer made a mistake because he missed details. The dog wasn’t on a leash, but it was contained within an invisible fence system. An alert officer would have noticed a control collar on the pet before opening fire.

My mutt is part Goldie. She's also on a buried wire fence. She also barks. She's not just a pet, she's a member of my family. My kids treat her like she's their furry Sister.
Anyone takes a pot shot at her while she's still on my property and I'll return fire.

An alert officer would have noticed a control collar on the pet before opening fire. And a smart officer would have just waited. I've had hundreds of heighborhood dogs run out to bark at me during my life, not one of them ever bit me. Perhaps the cop just needed to put on his big-boy pants, talk to the dog, and move along.
