He was for against being a full time resident before he was for it or something like that.

Is he going to get away with this?

The resident issue could be solved by seeing if Raub Emanial changed his driver’s license and/or if he voted with an absentee ballot. He was living in DC during the 2008 election.
Most states give you at least 30 days to get a driver’s license if you have changed your residency from out of state. Did he do that?

Yeah, he'll get away with it. This "part year resident" is simply a requirement to qualify your income as coming from one state or the other so you can properly claim taxes paid to your home state with taxes paid to the one you are living in to do your job. That's going to be Virginia or Maryland (or maybe DC if he lived in DC).

Otherwise you could end up paying taxes at the full rate with no exclusions or "sharing" ~

The terminology used in many states to refer to this situation is "part year resident" ~ even if you were a full time resident working elsewhere.
