While it does look creepy, it isn't exactly strange. It is just a person caught with a very low resolution IR night vision trail cam. He looks extra scrawny because the reflected IR light contrasts much stronger against the dark so you don't see shades as much. He probably has a goatee ore mustache which is why his mouth looks extra strange.
