Change the item. Your dog poops on the sidewalk. You leave it there. Landlord gets fined for the poop. Is this correct? Same rule applies to granny. Since she lives in NYC, is a tenant, she knows the rules.

All this lady did was throw away a newspaper. She wasn't throwing out her household trash.
