No ... picking up litter and placing it in the baskets is being a good citizen. Bringing your household trash outside and dropping it in the litter basket because it is easier than disposing it with the apartment trash pickup not so much.
The knee jerk reaction is to side with the fixed income granny. But this deserves a closer read.
