Stupid laws.
Stupid voters who permit such stupid laws to be created and create the position of “garbage police”.
To hell with laws like that.
These laws add more work for landlords as well as penalties. And people wonder why rents are so high. Landlords are not wealthy, they have so many stupid fines to pay, spend time in courts to fight them etc. Problem is, there are more tenants than landlords. Tenants vote stupid laws in not thinking of the consequences.
