I think that this particular story is about how there are approximately 5,000 ballots cast and no one knows where they came from and who the votes were for, i.e. more ballots than legal votes cast. Whether through sloppy registration at the precincts or ballot box stuffing, no one knows, probably the latter because Miller has an affidavit from a man who says that he was 10th in line as soon as the polls opened and when he went to deposit his ballot, there were “hundreds” of ballots in the box. http://www.nationalreview.com/corner/253582/voting-irregularities-alaska-katrina-trinko

As noted in post 12, the author confirmed "... there are over 5000 votes that were cast that have no indication that the voter's ID was checked. The voter rolls have an area to check on what type of ID was used. This was not done.
