The strategy calls on governments to make African agricultural expansion central to decision making about everything from transportation and communication infrastructure to post-secondary education and innovation investment.

If it wasn’t for power hungry thieving socialist dictators - Africa would have been feeding itself for decades.
If you look at their history, you will find they never had a civilization. Some of the excuseologists blamd colonization... but then again, America was a colony, Canada was a colony, Australia was a colony... all which broke away and became members of the G7... the most successful nations.
Africa never had a civilization which is typically marked by organized farming. I blame it on their political system and their crabs in a bucket syndrome, or PHD. If someone gets ahead of the chief, the community pulls him down.
Africa? So rich in resources but its the chiefdoms that bring it down. Not only that, they provide a barrier to democracy as once democracy comes, they lose their land, their wealth and their power.
And if the outside comes to change things, other Robert Mugabes will be there.
They can, but how many times have they proven that they won’t?

Colonialism (at least under British rule) is not to blame, more the thugocracy.
India is now a net exporter, and gives some credit to the institutions left behind by the British.
If Africa wants to get itself together, it has to round up and get rid of the Muagbes. As long as the different tribes and groups allow that type of leadership, it will always be a basket case.
Zimbabwe is eating anti-colonialism -- and watching their babies starve. (how many tens of millions of deaths will it take to satisfy Chester Crocker, the American ideologue of anti-colonialism? Well, I guess he's cool with lots of starving babies, as long as they are liberated people of color.)

So in 40 years Africa will be able to feed itself? That's just sad.
Yes, Africa could feed itself in a generation. But guess which country will be expected to fund the majority of that.
I bet if you removed all the Muslims from Northern Africa, they would have democracies and could feed themselves fine.
