Absolutely. The problem becomes geometrically more difficult to implement based on the size of the organization. Can you imagine the logistics of installing and maintaining Bitlocker and data passwords on hundreds of thousands of laptops and desktops? Disabling or severely limiting USB ports so as to disable thumb drives and external HDDs?
And those are the LOW HANGING steps...
I think taking out some of these scumbags with extreme prejudice would be a better security step.
