I think this file very well might be good insurance. The NSA likely has cracked it and knows what is in it, as well as any number of governments. The "insurance" is not to keep it locked up... the insurance is that only the powerful know what it says, and the threat is the public will know it too.
What about cables regarding 4 or 5 presidents' travels? Passport records? Now that MIGHT be worth something for Obama to keep private.
Perhaps this is why no one is doing anything about it.
They know what is in those files.
They don’t want us to know.
