That's make some sense. Having ghettos full of poor, unemployed, angry Muslims who see themselves as outsiders is just begging for trouble. If they are employed, geographically separated, and are too busy with their free time doing French stuff rather than attending madrassas there is a chance to dilute their poisonous influence in France.

Their immigration is a problem, but it would be far better for the ones who are already there to see themselves as Frenchmen who happen to be Muslims rather than Muslims who are living in France.
