This bill is as much about those who have jobs as those who do not.

What do people think those who have jobs will do once a safety net is pulled back in a fragile economy when millions of those with jobs are still worried about losing them?

Do people think they will spend more or spend less after seeing this?

And what are the ramifications of this for the broader economy?

Sounds like 2 million who will maybe feel any job is a good job.
How many are holding out for their old high pay and benefits when the market no longer is paying that?
