Now, it goes to the House, no? I think its in committee now, and has not reached the full house. Its H.R. 1332, introduced on 3/5/2009. If it's voted on during lametime, it will pass.

There is talk that Pelosi & the House will ‘deem’ it passed.
I don’t know the differences in the 2 bills.
