As far as CA and MA are concerned, there are far more red states than blue. If it could be limited to this amendment and no further tweaking, this could restore the “Republic” and counter the “democratic” trend of our country. It is the progressive bendt of the populous urban blue states that is finding its majority voice in Congress. It is these areas that like big government largess and embrace the collective over the individual. Such an amendment might even counter the expansion of the Commerce and treaty clauses that have created a top-down government and reduced our states to mere implementing tools of federal legislation in broad areas.

However, as for the blue vs. red state proposition... you sure can’t prove it by the balance of the spinate. How is that happening? The Founders had a good idea for balance in the first place but some damn fools changed that.
After thinking about it for 30 seconds, it appears to have merit; and it is supported by several good legal minds.
You comments correctly suggest the amendment would have a sensible “leveling” feature similar to what the electoral college provides which would almost certainly lead to a greater role for the states. That should be enough to generate sufficient support by the voters.
